Residents of certain districts in the province of Laguna should expect better representation at the Provincial Board in the coming May 2025 midterm elections.
This, after the Commission on Elections (Comelec) promulgated Resolution No. 10994 changing the manner of election for Sangguniang Panlalawigan members of provinces with a lone legislative district last May.
This affects the election of the elective members of the Sangguniang Panlalawigan in Laguna representing the cities of San Pedro, Biñan, Santa Rosa, and Calamba.
The resolution aims to implement Republic Act No. 7160 or the Local Government Code of 1991 as amended by Republic Act No. 8553.
Under Section 41 of R.A. 7160, provinces having more than five legislative districts shall have two Sangguniang Panlalawigan members.
Currently, Laguna has seven legislative districts, comprising the lone districts of Biñan, Sta. Rosa, and Calamba; and the First, Second, Third, and Fourth districts of Laguna.
The First District of Laguna comprises the city of San Pedro alone since 2022, basically making it a de facto lone district.
This resolution also solidifies House Bill No. 3946 or “An Act Providing For The Manner Of Election Of The Elective Members Of The Sangguniang Panlalawigan Of Laguna Representing The Cities Of San Pedro, Sta. Rosa And Binan,” which the House of Representatives approved on third and final reading in September 2023.
The bill was authored by San Pedro City Representative Ann Matibag, Biñan City Representative Len Alonte, and Santa Rosa City Representative Dan Fernandez.
