The Department of Agrarian Reform (DAR) conducted a marathon distribution of land titles to 100 farmers from the two cities and nine towns in the province of Samar, who received their individual Certificates of Land Ownership Award (CLOAs).

Provincial Agrarian Reform Program Officer II (PARPO II) Segundino Pagliawan traveled from town to town, in a span of three days, to oversee the distribution of 116 CLOAs, primarily composed of electronically generated titles (e-titles) through the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, covering a total area of 172.9791 hectares.

Pagliawan stated that this initiative is in response to President Ferdinand Marcos Jr.’s instruction to accelerate the distribution of CLOAs to agrarian reform beneficiaries (ARBs) and finish it before the end of his term in 2028.

Additionally, he mentioned that “Secretary Estrella also ordered the prompt distribution of CLOAs to the ARBs as soon as they are made available by the Registry of Deeds (ROD).”

Pagliawan, along with Atty. Ronaldo Escribano and Engr. Lucena Mancol, who serve as chiefs of the Legal and Land Tenure Improvement Divisions at the DAR Samar Provincial Office, visited Sta. Margarita, Gandara, Tarangnan, San Jorge, Daram, Jiabong, Paranas, San Sebastian, and the cities of Calabayog and Catbalogan to deliver the individual land titles to the ARBs.

These titles were issued by the Registry of Deeds (ROD) between January and February 26 of this year, as disclosed by Pagliawan.

He also noted that this year, the DAR Samar Provincial Office is expected to distribute over 5,000 e-titles.
