The circular provides a "clear-cut" coordination mechanism between the two law enforcement agencies in the conduct of anti-illegal drug operations. Both Eleazar and Villanueva hope that the new rules will eliminate the chances of bloody "misencounters" between PNP and PDEA officers, such as what had happened in Quezon City earlier this year. (DQ)
