Transparency is a must for the government to succeed. Then it is a must for a leader to succeed.

Transparency serves the taxpayers’ right to know and make guided and intelligent decisions. Only those with criminal intents violate this principle on good governance that has become part of our laws.

Local ordinances are to be known and fully understood, more importantly, by the affected parties or the citizens. For this reason, the Department of Interior and Local Government (DILG) has mandated that local ordinances be published in a newspaper.

Because the purpose of the DILG order is for awareness of the community, ordinances should be published in newspapers that take serious effort in making sure their copies are widely distributed. To do otherwise is to defeat the very purpose of transparency, making “commissions” the reason for spending for publication.

This is just to remind local government units, the purpose they are required to publish these ordinances in newspapers as many are freshly minted local leaders, unaware of “minor” things but major source of corruption.

Vice mayors are to make sure that the city council they preside are better understood by those who voted them to office even if their names are sometimes misspelled with an “S” instead of a “Z.”
