San Pedro top cop confirms recommending placing some areas under ‘special concerns’

The chief of police of San Pedro City, Laguna said he was willing to rescind his recommendations should the situation in the "special concern areas" improve, adding that those were borne out of a genuine desire to control the Covid-19 pandemic in the city.

THE chief of police of San Pedro City, Laguna has confirmed the existence of a letter circulating on social media concerning his recommendations to put certain areas in the city under “special concern areas.”

In an exclusive interview with OpinYon Laguna, P/Col. Danilo Mendoza clarified that the letter, dated September 2, was his own personal assessment of the city’s Covid-19 situation and is still subject to approval by the local executive.

The letter had recommended to Mayor Lourdes Cataquiz to place specific streets in the barangays of Pacita I, San Antonio and Landayan under “special concern areas” instead of “granular lockdowns.”

"So kapag inapprove ng Mayor iyan, automatic na po iyang ia-adopt ng local IATF [Inter-Agency Task Force] dito sa San Pedro," Mendoza explained.

The police chief said he had also conducted meetings with barangay officials as well as the Barangay Health Emergency Response Teams (BHERT) in the concerned areas to discuss their strategies in implementing the additional restrictions required.

"Pinuntahan po natin yung mga nabanggit na barangay at kinausap yung mga barangay secretary - sila naman po ang mas nakakaalam sa sitwasyon sa kanilang mga barangay, so alam na nila kung paano po ang istratehiyang gagawin," he explained.

Mendoza added that he is willing to rescind his recommendations should the situation in the "special concern areas" improve, adding that his recommendations were borne out of a genuine desire to control the Covid-19 pandemic in the city.

"Bilang miyembro po ng local IATF ng San Pedro, ginawa po natin iyon dahil ang San Pedro City po ang pangalawa na sa may pinakamaraming daily positive ng Covid-19 sa lalawigan ng Laguna," he said.

As of September 9, San Pedro City has logged in 933 active cases, based on data from the City Health Office (CHO).

Barangay San Antonio continues to top the list with 115 active cases, followed by the barangays of Pacita 2 (75 active cases), Pacita 1 (73 active cases) and Landayan (65 active cases).

Tentative rules

Under the tentative rules being formulated for the implementation of the “special concern areas” in San Pedro City, there will be a “one-entry, one-exit” policy inside these areas, Mendoza said.

Similar to what had been discussed by the national government, persons exiting the area – even authorized persons outside of residence (APORs) – will not be allowed to re-enter.

Deliveries of food and other basic necessities will also be allowed, provided that delivery personnel will not be in direct contact with Covid-positive residents.

Persons violating quarantine protocols inside these areas could be subject to arrest by local authorities according to existing laws, Mendoza added.

Another strategy being looked into by the local IATF include removing Covid-19 positive patients from the area or pulling out neighbors who tested negative, leaving the positive patients behind.

Neighbors are also encouraged to report on persons violating quarantine protocols, he said.
