Once again, the city government of Biñan, Laguna under Mayor Gel Alonte has proved its “above and beyond” leadership through the back-to-back awards it received from the national government last month.

On October 21, the city government was among LGUs in the Philippines who were hailed by the Association of Tourism Officers of the Philippines (ATOP) at the ATOP Pearl Awards held in Ormoc City, Leyte.

The city was chosen as 1st runner-up at the Component City Level (and champion for Luzon) under the “Best Tourism-Oriented LGU” category, for its “Experience Biñan, the City of Life” tourism program.

The program highlights the promotion of Biñan City’s rich cultural and historical heritage to attract local and foreign tourists.

“Experience Biñan, the City of Life” reflects the city government’s pursuit of “culture-based development,” in which it promotes local culture, history and talent as a basis for social and economic growth.

“Isang karangalang patunay ng patuloy na pagsisikap ng Lungsod ng Biñan na itaguyod ang turismo, kultura, pamana, at mga natatanging karanasan ng ating lungsod,” according to the Biñan City Culture, History, Arts and Tourism Office (BCHATO).

Best BPLO Award

The city’s Business Permit and Licensing Office (BPLO) also received its own share of recognition during the 9th National Association of Business Permit and Licensing Officers (NABPLO) National Convention held in Boracay Island last October 22.

The Biñan City BPLO was awarded the Gawad Luntian 2026 for Best Business Permit and Licensing Office in the city category, the only city in the entire Calabarzon region to receive the award.

In a statement, the Biñan City BPLO said the recognition highlights the City’s efforts in advancing the ease of doing business through innovative, efficient, and citizen-centered permitting and licensing services, including its best practices in providing free business permits to qualified entrepreneurs and business owners.

“The award reflects the continued support of Mayor Angelo “Gel” B. Alonte in strengthening business-friendly programs and services in the city, alongside the leadership of Atty. Edward Vange Arriba, Head of the Business Permit and Licensing Office (BPLO) of Biñan. This recognition further underscores the City Government’s commitment to making business registration and permitting more accessible, efficient, and responsive to the needs of the business community,” the office added.
