Congratulations is in order to for Rep. Ralph Recto and Lipa City Mayor Eric Africa for posting as among the Top Three spots in the recent RP-Mission and Development Foundation Inc. (RPMD) “Boses ng Bayan” nationwide survey.
RPMD assessed the city mayors category based on seven fundamental criteria: service delivery, financial acumen, economic progress, leadership governance, environmental conservation, social initiatives, and engagement.
On the other hand, District Representatives were evaluated on three key parameters namely: district representation, legislative performance and constituent service.
Exceptional officials
Dr. Paul Martinez, Executive Director of RPMD, emphasized that these prestigious distinctions are awarded to exceptional public officials from various regions, determined through performance ratings given by their respective constituents.
According to RPMD, only the top-performing City Mayors or District Representatives within their regions qualify for a spot on this distinguished list.
Mayor Eric Africa secured the third position with an average rating of 89.72 percent, alongside Jonas Cortes of Mandaue (89.71 percent), Indy Oaminal of Ozamis (89.32 percent), Ipe Remollo of Dumaguete (88.94 percent), Samsam Gullas of Talisay (88.93 percent), Bambol Tolentino of Tagaytay (88.85 percent), and Ahong Chan of Lapu-Lapu (88.78 percent).
Meanwhile, Congressman Ralph Recto, husband of Star For All Seasons and former mayor of Lipa and lawmaker Vilma Santos, also achieved the third spot in the House of Representatives with a performance rating of 91.83 percent, alongside notable lawmakers Jay-jay Suarez of Quezon (92.16 percent), Joey Salceda of Albay (91.69 percent), Mannix Dalipe of Zamboanga City (91.34 percent), and Gloria Arroyo of Pampanga with a score of 91.32 percent.
Top City Mayors
The non-partisan and independently conducted survey revealed that Joy Belmonte of Quezon City, with an impressive rating of 95.73 percent, and Eric Singson of Candon City, who garnered a score of 94.86 percent, jointly secured the highest accolade as the premier city mayors in the country.
Following closely in the second tier of this assessment are Art Robes of San Jose del Monte, Bulacan (91.67 percent), Benjamin Magalong of Baguio (90.91 percent), and Nikko Mercado of Maasin (90.88 percent).
In the fourth place were notable individuals, including Jerry Treñas of Iloilo (86.79 percent), Ma. Ester Hamor of Sorsogon (86.63 percent), Vilma Caluag of San Fernando (86.55 percent), and Baste Duterte of Davao (86.51 percent).
The survey also recognized other proficient City Mayors who have showcased outstanding leadership in the fifth position, including Krisel Lagman-Luistro of Tabaco (85.78 percent), Pao Evangelista of Kidapawan (85.75 percent), Rey Uy of Tagum (85.64 percent), Bruce Matabalao of Cotabato (85.37 percent), John Dalipe of Zamboanga (84.27 percent), Caesar Dy Jr. of Cauayan (84.26 percent), Maila Ting of Tuguegarao (84.11 percent), and Roxanne Pimentel of Tandag (83.91 percent).
Top Lawmakers:
House Speaker Martin Romualdez emerged as the clear choice as the man at the House with an impressive performance score of 95.32 percent, as rated by the residents of his jurisdiction in Leyte, along with three other lawmakers.
And these are Sandro Marcos of Ilocos Norte with a score of 94.81 percent, Kristine Singson of Ilocos Sur securing 94.57 percent, and Duke Frasco of Cebu garnering 94.55 percent.
These figures put them in a statistical tie at the top rank alongside Speaker Romualdez.
In the second position were esteemed representatives, including Toby Tiangco of Navotas (93.83 percent), PJ Garcia of Cebu (93.75 percent), Camille Villar of Las Pinas (93.64 percent), Chiquiting Sagarbarria of Negros Oriental (93.59 percent), Stella Quimbo of Marikina (93.56 percent), Marivic Co-Pilar of Quezon City (93.22 percent), Oca Malapitan of Caloocan (93.14 percent), and Jolo Revilla of Cavite, who achieved a rating of 92.75 percent.
The "Top City Mayors and District Representatives" segment, an integral part of the national "RPMD's Boses ng Bayan" poll, which took place from June 25 to July 5, 2023.
Using a rigorous methodology, the foundation surveyed 10,000 randomly selected registered voters across diverse districts, achieving a ±1 percent margin of error at a 95 percent confidence level. This approach reflected official voting demographic profiles and ensured data accuracy. (IAm/OpBats)
