Boost for local artists; MusikaPilipinas research program launched

HB 8101 aims for the promotion, protection and improvement of the creative economy, where music and the performing arts are important sectors.

Good news for Original Pilipino Music: musical artists and songs will now be mapped by its origin, in support of the proposed House Bill (HB) No. 8101 or the Philippine Creative Industries Act.

The Department of Science and Technology said the National Research Council of the Philippines continuously wires and will now conduct a new policy research on local music industry.

This will trace back the original artists, composers, producers, and songs back to its birthplace and where the artists were originally from.

Filed by Pangasinan 4th District Representative Christopher “Toff” de Venecia, HB 8101 aims for the promotion, protection and improvement of the creative economy, where music and the performing arts are important sectors.

“It is high time for us to finally give the music industry, among many other sectors of our creative economy, the support and attention it deserves,” said De Venecia in one of his privilege speeches.

The DOST outlined the project's goals, which would benefit artists, music producers, music agents, promoters, and managers. Below are some of the highlighted goals.

•map out the music ecosystem and identify key players, actors, institutions for each of the sectors involved in the music industry and make a preliminary database of key actors in the Philippine music industry

• data analysis and understanding of the economic value contributed by each part of the value chain and be able to utilize this for the strategic direction of the industry’s growth

• creation of the database of key players and institutions in the industry

•better support for artists in sustaining their livelihood in music and (5) economic growth for the country.

The research titled MusikaPilipinas Research Program will be conducted in a span of 3 years in a holistic and comprehensive manner.

The research study will utilize the framework based on Cultural Institutions Studies (CIS) of musicologist Peter Tschmuck (2006) and the Network Value System proposed by Ricardo Alvarez (2017) to investigate the complex social and economic dynamics of the music ecosystem of the country.

The push for this well-crafted mapping plan is in response to the K-Pop and Hallyu craze that is seen in the country.

The government believes that the Philippine music industry's structure and performance is needed to also gather its socio-cultural and economic data that could be used to "reveal opportunities and vulnerabilities."
