THE province itself, of which the leader is Gov. Hermilando Mandanas is the chief architect of the Mandanas Ruling, is highly expecting to gain a lot from it.

Why?

In simple terms, the province’s P2-B health services allocation from its P5.4-B budget for the coming year could increase exponentially by at least P50 million more, Mandanas said during his Ulat sa Probinsya on the occasion of the province’s 440th Founding Anniversary last December 14.

Take note that it’s only on that sector alone. The province he said is to gain more from it along with the 34 local government units in the province and elsewhere once the MR is implemented next year.

This is actually known as the Mandanas-Garcia Ruling that resulted from the petition made by Mandanas and former Bataan Governor Enrique Garcia Jr. before the Supreme Court on local government shares on internal revenue allotment (IRA).

According to the petitioners, LGU shares should include all national taxes. The Supreme Court affirmed that local government units are entitled to a “just share” on all national taxes collected and not only from the Bureau of Internal Revenue (BIR).

At present, LGU’s IRA comes from 40% of national internal revenue taxes collected by the BIR. With the Mandanas-Garcia ruling implementation in 2022, it is projected that LGUs will have a 27.61% increase in the total IRA shares.

The Mandanas-Garcia ruling conversation is part of Department of Interior and Local Government preparations to fulfill its role, functions, and services to fully implement the ruling in 2022 and contribute to the crafting of the DILG transition plan.

The DILG will have a crucial role in the Mandanas-Garcia ruling as it is the main actor in its implementation.

An online survey platform has also been launched by the agency among its personnel nationwide to solicit insights and suggestions to capacitate the organization to implement the said ruling.

Hence it will be implemented in the coming year, a brand new Year of the Tiger, we’re hoping that the MG Ruling won’t go down as additional source to fatten more pockets for dishonest public officials.
