After serving a councilor of twin boroughs, Elstree and Borehamwood, Conservative Councilor Cynthia Barker was elected and sworn in as the new mayor of Hertsmere in the United Kingdom in a recent virtual ceremony.
Before being installed as s full-fledged mayor, she was a deputy mayor of Hertsmere last year, a position held by a British-Filipina for the first time.
“Whilst the lockdown has not allowed friends and family to join me in person on this wonderful occasion, I know they are watching online – and I thank them for being present from afar,” Barker said in her inaugural.

Mayor Barker added that “while it is disappointing that we weren’t able to mark the moment in the usual way, I am still so proud and honored to take on this role.
“I’m fully aware of the importance of the role of mayor at this time of uncertainty, fear and sadness for so many.

Cynthia Alcantara-Barker was born in San Pablo City in the Philippines and migrated to the UK in the early 1980s.
During her twin borough council terms, Cynthia was appointed caretaker of Europe’s Hollywood Elstree and Borehamwood Studios, famous for “Star Wars,” “Harry Potter” and other Hollywood blockbusters as her governing duties and responsibilities.
Before plunging into UK politics, Barker was and still is an active community leader as president of Rotary Club and holds a distinctive title of Filipina Women’s Network’s 100 Most Influential Women.
She was also awarded the British Community Honours Award, a prestigious honor from the royal government of the UK.
Barker succeeded outgoing Mayor Rabbi Alan Plancey, who mentioned how proud Hertsmere Borough Council was to have a Philippine mayor in 2020-2021 municipal year.
